Marion Ave, Lake City, FL 32025, POSTING DATES: 03/30/2020 and 04/06/2020 CONTRACT DAYS: 830 CONTRACT EXECUTION DAYS: 10 SPECIAL START DATE: N/A ACQUIS./FLEXIBLE START TIME: 15 Days (Acq. time) The Florida Department of Transportation will be constructing a concrete test road.The test road will investigate the latest innovations in concrete pavement design, construction, materials and instrumentation. It is critical that the contractor selected for the construction of the experimental pavement sections be very experienced in constructing concrete pavements and understand the complexity of building an experimental test facility. Data from this project will guide the Department when developing future design, construction and material specifications and policies related to concrete pavements.The project will be built parallel to US 301, east of the existing northbound lanes. It will consist of 2 additional northbound lanes. The project limits will be from MP 0.116 to MP 3.510. There will be 52 test sections within these limits. This contract is being procured under Florida Statute 337.025, Innovative highway projects.The process for selecting a construction contractor for this construction contract is a two-part process. Part One includes evaluation of letters of qualification provided by Bidders in response to the advertisement. Each Bidder will be evaluated against the Minimum Qualification Criteria established for this project. Each Bidder will be determined to be Responsive or Non-responsive to those Minimum Qualification Criteria.The procedures of Part One are governed by Section Two of the Special Requirements.The actual award of the contract for this project will be made to the Responsive Bidder submitting the lowest cost qualifying bid. See the Special Requirements document for details. Refer to "Document Ordering Information" for instructions on ordering the contract related documents and the Special Requirements. BID EXPRESS MANDATORY. PREQUALIFICATION REQUIRED. RAILROAD INSURANCE WILL BE REQUIRED. (See Special Provisions Section 7-13.3.1). Below is the current schedule of the events that will take place in the procurement process.The Department reserves the right to make changes or alterations to the schedule as the Department determines is in the best interests of the public. Proposers will be notified sufficiently in advance of any changes or alterations in the schedule. Unless otherwise notified in writing by the Department, the dates indicated below for submission of items or for other actions on the part of a Proposer shall constitute absolute deadlines for those activities and failure to fully comply by the time stated shall cause a Proposer to be disqualified.
