The CUP provides chilled and heating water thermal utilities totwenty buildings, including educational facilities, dormitories, administrativeoffices, gyms, and the campus auditorium. Dueto increasing thermal loads from past and planned campus expansions, the CUPand related systems have reached maximum operational capacity. The proposedimprovements are essential to ensuring adequate capacity, system reliability,and energy efficiency to support current and future campus needs.  CONTRACTTERM: It is the intention of TFC to award a Contractfor full prime professional architectural/engineering (A/E) services for theterm of the project. Services undertaken pursuant to this RFQ will be requiredto commence within fifteen (15) calendar days of delivery of a Notice toProceed. The Project associated with the services requested in thissolicitation is anticipated to be four hundred and sixty (460) calendar days.1)      TheTexas Facilities Commission (TFC), in coordination with the Texas School forthe Deaf (TSD), is initiating the Central Utility Plant (CUP) SouthImprovements Project to address urgent infrastructure needs and supportlong-term campus growth. TFC seeks to engage a qualified Architect/Engineer(A/E) firm to provide comprehensive design and engineering services for themodernization and expansion of the CUP, which serves as the primary source ofheating and cooling for more than twenty buildings across the TSD campus,including classrooms, dormitories, administrative offices, and performancespaces. This initiative is critical to ensuring reliable thermal utilityperformance, increased system capacity, and long-term operational efficiency insupport of TSD’s educational mission.2)     Approximate cost of construction for theaforementioned list of projects is estimated to be three million five hundredthirty thousand dollars. ($3,530,000.00).3)      Atthe time of this RFQ issuance, the Texas Facilities Commission is managing thisproject.  Provide professionalarchitectural and engineering services for the Project. Services shall includebut not be limited to Pre-Design, Design (Programming, Schematic Design, DesignDevelopment, and Construction Documents), Bidding, Construction Administration,and Closeout. Attend and participate in all meetings with TFC and all relevantstate agencies, on-site meetings, coordination meetings with local utilityproviders, and with other local municipal departments as required.Phase 1:Architectural and Engineering scope of services shall include, but not belimited to, the following:A.     Perform on-site investigations and reviewexisting documents to verify items on the deficiencies list (to be provided tothe selected firm). B.     Prepare a comprehensive list ofrequired surveys, testing, and inspections for the Owner, including ADA,commissioning, testing and balancing, environmental, geotechnical, constructionmaterials, a full arborist review, and coordination with the Texas School forthe Deaf regarding authorization to demolish the existing building (due to itsage, not historic significance).C.     Preliminarybudgeting and scheduling.D.     Assistanceto Construction Manager-at-Risk to prepare order-of-magnitude cost estimates,at milestones to be determined at the start of the project.E.      Assistancein developing priorities for adjusting scope of work to match availablefunding.F.      Research,evaluate, and present to the Owner any energy conservation strategies andalternatives for consideration, including the availability of rebates from thelocal utility.  If rebates are available,coordinate with the local utility to complete all necessary documentation toaccomplish rebates.G.     Presentationof findings to Owner for review and approval.Phase2: Architecture and Engineering scope of services shall include, but not belimited to, the following:A.      Detaileddesign and documentation of construction plans and specifications.B.      Providethe Owner with a list of items to be tested and/or inspected including, but notlimited to, ADA, Commissioning, Testing and Balancing, Environmental, andConstruction Materials testing.C.      Coordinatewith third party commissioning agent throughout design and constructionadministration.D.      AssistConstruction Manager-at-Risk during subcontractor solicitation for developmentof Guaranteed Maximum Price.E.       ConstructionAdministration.F.       Warrantymanagement.G.      Projectcloseout.A/Eservices shall be offered with the understanding of full compliance withnon-discrimination requirements of the State of Texas by the A/E.  The A/E firm will coordinateclosely with TSD stakeholders to ensure that construction activities align withcampus accessibility, safety, and instructional schedules. The design mustaccount for phasing strategies that minimize service disruptions and preserveoperational continuity throughout the project lifecycle. MANDATORY PRE-SUBMITTAL TELECONFERENCES: The mandatory pre-submittal conferenceswill be held on Tuesday, December 16, 2025 at 1:00 PM and Thursday, December 18,2025 at 10:00 AM.  Pre-registration isrequired to participate in the teleconference. Respondents must have anemployee of their firm attend at least one (1) of the two (2) scheduledpre-submittal teleconferences. TFC shall reject submittals submitted byfirms that did not attend one of the mandatory pre-submittal conferences.
