The Department is seeking a qualified, and competent Appraiser to provide professional services for the purposes of eminent domain-related transactions. The intent of this solicitation is to obtain professional services as required by the Alaska Right-of-Way Manual, the Uniform Relocation Assistance and Real Property Acquisition Act (42 USC 4601-4655, 49 CFR Part 24), and other related statutes and regulations, and in compliance with the Alaska ROW Manual. The appraisal(s) are required to enable the Department to initiate acquisition of the parcels. The market value(s) contained in the approved appraisal(s) will be the basis for the just compensation offer(s) for the acquisition parcels. The proposal is for the appraisal report(s) and expert witness testimony/consultation for all master hearings and/or court hearings as needed. Acquisition parcels may be added or deleted, and changes to the original parcels may be required (i.e.- size, shape, interest to be acquired, etc.). The Department must complete this work to move forward with the Cascade Ferry Terminal project.
