Professional services for the planning, design, and implementation of a road weather-based Variable Speed Limit (VSL) system along the 4-lane section of the Richardson Highway from MP 341-362 and the undivided Seward Highway from MP 90-118. The primary goal of this project is to reduce winter-weather-related crashes by dynamically managing speed and speed differentials based on real-time roadway and environmental conditions. VSLs have been successfully deployed in similar climates and conditions along I-80 in Wyoming and in various urban corridors such as Seattle, demonstrating their effectiveness in mitigating crash risk and enhancing roadway safety. The project will include data integration from existing Road Weather Information System (RWIS) sites and traffic count stations, with anticipated expansion of up to four additional count stations and multiple new RWIS sites. Approximately 40 VSL signs will be installed along the Richardson Highway and at least 16 along the Seward Highway at key junctions to display real-time regulatory speed limits.
