DALLAS/HOUSTON, TX — Structure Tone Southwest has hired Joel Cotter as Aviation Project Executive, strengthening the firm’s aviation construction leadership across the region.
Cotter brings more than 15 years of experience in aviation and infrastructure construction, with a track record of leading complex airfield and terminal development projects at major airports across Texas.
He has successfully delivered large-scale aviation, aerospace, and commercial construction programs, with expertise spanning design-build taxiway construction supporting spaceport and airfield expansion initiatives, as well as CMAR terminal expansions, including a seven-gate concourse addition and baggage system modernization. Cotter is experienced in aligning diverse stakeholders, working closely with the FAA, airport authorities, military tenants, and project partners to ensure regulatory compliance and drive successful project outcomes.
In his new role, Cotter will support Structure Tone Southwest’s aviation strategy across the Dallas and Houston markets, strengthen client relationships, and help drive long-term growth in this specialized sector.
Cotter holds a bachelor’s degree in construction management from the University of Houston.
