Halff Associates Announces Baker Promoted to Chief Marketing Officer
Baker started her career at Halff as an Intern in 2003 while earning her Bachelor of Science in civil engineering from The University of Texas at Austin. After graduation, she rose quickly to Team Leader for the Water Resources group in Dallas. Baker was named Vice President in 2015 and Executive Vice President in 2019, when she assumed leadership of the marketing team. She has served on the firm’s board of directors since 2018.
“Since her early days at Halff, Jessica has been a tremendous leader in our organization,” said President/CEO Mark Edwards. “Her contributions have spanned from leading project teams in our Water Resources practice and then the marketing team, to developing and leading dozens of technical and professional training courses, and spearheading initiatives that have helped create a premier company culture. Her keen understanding of our industry and strategic approaches to growing our business make her a superb fit as our Chief Marketing Officer.”
Baker's career includes capturing a national contract supporting the Federal Emergency Management Agency (FEMA) as part of a joint venture team, worth nearly $600 million in fees. She led a team of more than 100 individuals delivering flood risk identification and disaster response services for FEMA’s Region 6 five-state area of Texas, Arkansas, Louisiana, Oklahoma, and New Mexico.
Baker received the Outstanding Young Alumna Award at The University of Texas at Austin’s Cockrell School of Engineering in 2014 and received the Roy D. Sedwick Service Award for the Texas Floodplain Management Association.
Baker serves on The University of Texas Civil, Architectural and Environmental Engineering School’s External Advisory Committee, as a Director on the board of the American Council of Engineering Companies (ACEC) Dallas, and is a graduate of the Dallas Regional Chamber’s Leadership Dallas program.
