Hester has more than 40 years of experience in company organizational leadership, preliminary engineering, and final design of multi-faceted transportation projects in the Houston area. He has completed regional drainage studies, watershed studies, detention requirements, and the associated design associated with these disciplines. Hester has designed projects for the Texas Department of Transportation, Harris County Flood Control, Harris County Toll Road Authority, Fort Bend County Toll Road Authority, Brazoria County Toll Road Authority, Metropolitan Transit Authority of Harris County, Dallas Area Rapid Transit, North Texas Tollway Authority, and many counties across Texas.

Hester holds a bachelor’s degree in civil engineering from the University of Houston.
