DALLAS, TX — STV announces that Wayne Warren, CCM, has joined the firm as Vice President and Senior Program Director of Education, leading K‑12 and higher education program management in North Texas.
In this role, Warren will guide capital planning, program management, and long‑range delivery strategies for school districts and universities as they modernize facilities to accommodate growing student populations and regional capacity demands. He will also support the expansion of aviation, health care, and municipal program management in one of the nation’s fastest‑growing geographies.

Warren has more than 40 years of experience leading major capital initiatives, including multibillion‑dollar bond programs for independent school districts and other public entities across Dallas-Fort Worth. His background spans planning, design, construction, and transition to operations for new and modernized campuses, as well as leadership roles on capital programs at Dallas-Fort Worth International Airport, Texas A&M University, Stephen F. Austin State University, and the City of Dallas.
Warren holds a Bachelor of Science in construction science from the University of Oklahoma. He is a past President and Board Advisor of the Construction Management Association of America and serves on the board of the Regional Black Contractors Association.
