Hoar Construction Completes Taxilane Expansion at San Angelo Regional Airport

SAN ANGELO, TX — Hoar Construction has completed an expansion of the taxilane at San Angelo Regional Airport in San Angelo, Texas. The project addresses rapid growth and increasing demand for private hangar space through the extension of existing airfield infrastructure. Hoar served as general contractor on the project, which began in October 2025.

The project involved removal of existing pavement, construction of new taxilane sections, and the addition and relocation of utilities, as well as asphalt installation and earthwork. Additional scope included drainage improvements, installation of new vehicle gates, and relocation of the airport’s security fence. Hoar also modified the existing Federal Aviation Administration (FAA) communications infrastructure, which required Hoar’s team to carefully identify, test, and relocate active systems under direct FAA supervision due to security protocols and strict federal regulations.

The scope involved straightforward civil construction work, but the execution proved to be highly complex due to the project’s location on an active airfield. Hoar navigated heightened security requirements, continuous aircraft operations, and a dense network of existing utilities, all while coordinating with multiple oversight entities from the airport, FAA, and third-party team members. Hoar led weekly Airport Operations Committee meetings and maintained daily communication with all stakeholders, ensuring real-time transparency of progress and immediate notification of critical project issues to deliver the project on time and on budget.

Hoar worked specifically with regional trade partners for the taxilane expansion, including Reece Albert Inc. for earthwork and asphalt, Trifecta Site Services for utility work, A&M Electric, Tritex Fencing, Eagle Striping, Centurion Planning and Design, and Masterscapes for landscaping.

This project marks the first partnership between San Angelo Regional Airport and Hoar, a relationship that began after the general contractor previously completed an 8,794-square-foot aeronautical flight training facility at Angelo State University, located just outside the airport boundary. This provided airport leadership with firsthand insight into Hoar’s approach, ultimately contributing to the team being specifically requested to pursue the taxilane expansion project.
