Li Elected President of ASHE Houston Section

HOUSTON, TX — Lockwood, Andrews & Newnam Inc. (LAN) announces that Robin Li, PE, ENV SP, LGPP, a Senior Associate and Team Leader in the transportation group in the firm's office in Houston, Texas, has been elected President of the Houston Section of the American Society of Highway Engineers (ASHE Houston) for the 2026-27 term. Matt Norris, EIT, also of LAN, will serve as Treasurer for the section.

ASHE Houston brings together transportation professionals across the public and private sectors to advance the industry through professional development, collaboration, scholarship programs, university engagement, and advocacy for transportation infrastructure investments that strengthen communities and regional mobility.

Li began her term following an installation ceremony held during the ASHE Houston luncheon and led by guest speaker Ron Papsdorf, Chief Transportation Officer at the Houston-Galveston Area Council (H-GAC).

Li was nominated by the section's nominating committee and elected by the ASHE Houston Board following nearly two years of active involvement focused on member engagement, professional development, and student outreach. During the 2025-26 term, she served as Secretary and participated on the section's Program Committee, helping organize monthly events and support initiatives that led to a 51 percent increase in sponsorships and a 42 percent increase in membership.

Additionally, over the past two years, Li served on the ASHE Houston Gala Committee and supported fundraising efforts that generated a 27 percent increase in scholarship funding for undergraduate and graduate students.

With 14 years of experience, including seven years at LAN, Li leads the planning and design of transportation infrastructure projects throughout the Greater Houston region. She manages projects from feasibility studies through PS&E for clients including the Texas Department of Transportation, the Harris County Toll Road Authority, counties, and municipalities. Li said she is passionate about building strong client partnerships, advancing transportation solutions, and helping grow the transportation profession through industry leadership and mentorship.

"What excites me most is the opportunity to bring people together to address the transportation challenges and opportunities facing our region," Li said. "Houston is experiencing tremendous growth, and transportation professionals play a critical role in supporting mobility, safety, economic development, and quality of life."

During her term as President, Li plans to strengthen partnerships among public agencies, consultants, and academia while expanding scholarship and university engagement initiatives. She also plans to advance ASHE Houston's advocacy for transportation infrastructure investment across the region.
