In a joint announcement with the Lowell, Massachusetts, company, Montenegro said he is headed for semi-retirement status, in which he will serve as an independent construction marketing consultant to CollAgg for certain projects.
Montenegro has been with CollAgg since the start-up of the company in late 2014 when he joined with Owner James Babcock and founding Scientist, Dr. Jay Bianchini, now the Chief Operating Officer. Montenegro served as the Director of Marketing.
CollAgg, which is under the management of Cthulhu Ventures LLC, manufactures, markets, and sells Green Chemistry construction products and infrastructure materials formulated by the Warner Babcock Institute for Green Chemistry (WBI). WBI is also a Cthulhu-managed business investment.
Montenegro reports to Steve Wallace, Vice President of Sales, for the consulting work. Wallace replaces Montenegro as the CollAgg principle representative to the National Center for Asphalt Technology at Auburn University; MnROAD at the Minnesota Department of Transportation; and the National Road Research Alliance.

Montenegro is a technical, construction marketing consultant with over 35 years of experience in the road and bridge segment of the construction industry. His career has focused on introducing new products to agencies and industry for use in the construction, preservation, and rehabilitation of transportation systems — a pursuit requiring a strong basis in cement concrete and bituminous concrete technologies plus sustainable building construction products and practices.
As part of his long professional career, Montenegro has held national and regional technical marketing and sales positions and has worked with numerous construction-related client companies, engaging in market research projects, product development activities, and promotional efforts.
