SAN ANTONIO, TX — Halff, an employee-owned and full-service infrastructure consulting firm, has expanded its energy services portfolio with the acquisition of C&D Utility Consulting, LLC, a San Antonio-based firm known for its expertise in electric utility infrastructure.
This strategic move enhances Halff’s capabilities in providing electric distribution design and engineering services to public and private energy providers across Texas. In addition to electric utility design, C&D brings specialized expertise in communication pole attachments, permitting, and fiber design, further enhancing Halff’s integrated approach to energy infrastructure delivery.

Established in 2015, C&D serves key Texas markets, including the San Antonio Metro area, North-Central Texas, the Gulf Coast, and West Texas.
Service offerings for electric infrastructure include design plans for construction, field survey, audit services, project management, state and federal permitting, storm damage assessment, pole structure loading analysis, customer engagement, and onsite field work.

Halff’s additional infrastructure solution services, including environmental, survey, right of way, development, and public works, will further complement the electric distribution team.
