LaGuardia Terminal B Redevelopment Named One of the Nation’s Best Design-Build Projects

With recent market analysis showing that the design-build project delivery method will account for as much as 47 percent of construction spending by 2025, the Design-Build Institute of America (DBIA) is seeing significant growth and success in design-build projects across the country. One such design-build project, the LaGuardia Terminal B Redevelopment, was one of DBIA’s recently announced winners of the 2022 National Design-Build Project/Team Award.

The LaGuardia Terminal B Redevelopment’s client/owner, the Port Authority of New York and New Jersey, has increasingly been using design-build for executing projects in its Capital Plan. The design-build approach for LaGuardia Terminal B replaced an earlier design-bid-build concept, which ended up reducing the overall program schedule by 20 percent (two years).

The award-winning projects and teams were evaluated by a panel of industry experts. Each winner will now go on to compete for a National Award of Excellence and Project of the Year to be announced at DBIA’s Design-Build Conference & Expo Awards Ceremony in November in Las Vegas, Nevada.

Improving and Modernizing LaGuardia Terminal B
Valued at $5.1 billion (including $4 billion in construction value), the LaGuardia Terminal B Redevelopment is one of the largest public-private partnerships in U.S. aviation history. LaGuardia Gateway Partners served as manager and developer of the project, Skanska/Walsh joint venture as design-build firm and general contractor, HOK/WSP joint venture as architect and engineer, and Sam Schwartz Engineering as specialty contractor.

Prior to the completion of the project, the 1960’s-era airport was originally planned to serve 8 million passengers per year but was serving more than 15 million, which caused LaGuardia Airport to become significantly rundown and outdated. The airport also required infrastructure improvements to better accommodate parking and the network of roadways connecting each terminal.

The new 1.3-million-square-foot, 35-gate terminal has increased efficiency and improved visitor experience for LaGuardia Airport’s passengers. The project included a new parking garage, eight miles of new roadways, a 903,000-square-foot Arrivals and Departures Hall, two island concourses, and dual elevated sky bridges connecting passengers to each new concourse. Passengers also can experience several contemporary works of art throughout the airport, along with nearly 50 new shops, restaurants, and services.

“A new Terminal B was vital in meeting the growing transportation needs of our country,” said Bryant Farland, Regional Executive Officer at Skanska USA Building. “The project team enhanced the travel experience for millions of people who utilize LaGuardia Terminal B each year, while simultaneously contributing to the economic growth of the airport and the community.”

LaGuardia Terminal B received LEED v4 Gold certification, the highest distinction awarded by the U.S. Green Building Council, and was the first project to ever receive the Envision Platinum Award. Over 300 Minority and Women-Owned Business Enterprises worked on the project, with contracts valued at nearly $1 billion.
