HOUSTON, TX — The American Council of Engineering Companies (ACEC) Texas has awarded the Northeast Transmission Line (NETL) project with the 2025 Engineering Excellence Gold Medal Award for Special Projects.
LAN served as Technical Advisor, overseeing the coordination and execution of the 16.5-mile water transmission line. The work involved planning, scheduling, stakeholder engagement, and program-wide services to ensure the 13 different project segments were completed successfully and met Houston Public Works' (HPW) objectives, including compliance with regulatory mandates.
As the largest waterline project in the City of Houston's history, NETL is a major step toward meeting future water demands and addressing subsidence goals by reducing groundwater usage in the region. HPW partnered with four regional water authorities as well as the Texas Water Development Board to accomplish the project.

NETL delivers water to more than 900,000 homes across the Houston region. The project pipeline ranges in diameter from 54 to 120 inches and traverses developed urban areas with major roadways, rail lines, and bayous. High groundwater levels and varied soil conditions required extensive planning and coordination. Due to its massive size, the NETL was built in segments to allow multiple contractors to work simultaneously across the region.
