Dowell Joins HNTB as National Practice Consultant

AUSTIN, TX — Paula Dowell, Ph.D., joins HNTB Corporation as a National Practice Consultant for integrated planning. In this role, she will focus on expanding HNTB’s capabilities and advisory services in strategic transportation planning and policy, multimodal freight and supply chain planning, economic development, and investment decision making.

“Paula is widely known throughout the industry as a proven leader, innovator, strategist, and trusted advisor,” said Chris Price, PE, Central Division President. “Her experience across multiple geographies and extensive national network will be an invaluable resource to HNTB.”

Dowell brings over 20 years of experience in transportation planning and policy with a focus on transportation economics, freight transportation planning, and transportation funding. Prior to joining HNTB, she served as a National Practice Lead for another consulting firm where she managed business development, client relations, team development, and over $64 million in project work.

In addition to advising clients, Dowell will assist in client development activities and project pursuits nationwide.

Dowell is active in the Transportation Research Board, having served multiple terms on the Agricultural and Food Supply Chain Committee, Transportation Economics, Transportation and Economic Development, and Urban Goods Movement Committees. She is also a member of the International Transport Economists Association and Council of Supply Chain Managers Professionals.

Dowell received her master’s degree and doctorate in economics from the University of Tennessee, Knoxville, and is a Certified Instructor for the National Highway Institute.
