ODESSA, TX — The Texas Department of Transportation (TxDOT) announces the appointment of Saul Romero, PE, as the District Engineer for the Odessa District.
Romero began his career as a Summer Engineering Technician in 2008 with the Odessa District Construction Office. He returned as a summer hire for a second time in 2009 and graduated from Texas Tech University in spring 2010. Shortly after graduation, he joined the Odessa District TP&D Central Design Office as a full-time Engineering Assistant.
Romero then moved to the Odessa Area Office as a Construction Inspector and later returned to Central Design. Then, Romero transitioned to the Midland Area Office. In 2014, he became a licensed Professional Engineer and was soon promoted to Assistant Area Engineer for the Midland Area Office. In this role, he oversaw construction and design projects and served as Project Manager for some of the district’s first CE&I contracts in the Odessa District.
In 2017, Romero advanced to become the Odessa Area Engineer, where he managed design, construction, and maintenance across a four-county region. In 2023, Romero was promoted to Odessa District Director of Construction. He oversaw $1.8 billion in active construction, managed the CE&I consultant budget, and directed the district’s materials and testing program.
