Spur 399 Project Approaches One Year of Construction, Opening New Lanes

COLLIN COUNTY, TX — A nearly 2-mile stretch of Spur 399 is gearing up for major milestones this summer as the project checks off its first year of construction. Currently, lanes are shifted in the corridor while crews build new lanes and bridges, along with other roadway upgrades. The project will improve the State Highway 5 interchange in McKinney.

TxDOT Project Manager Keton Parrish highlights some ongoing and near-future activities, including excavation and embankment operations, storm sewer installation, and construction of various retaining walls and sound walls.

“Two traffic pattern shifts are planned in the coming summer months,” Parrish said.

According to Parrish, these major traffic shifts to open new lanes will help enhance traffic flow, reduce congestion, and support future growth in southeast McKinney.

First, southbound 399 mainlane traffic will shift onto newly constructed concrete pavement from south of Stewart Road to U.S. 75. Crews will then perform the same operations to shift traffic along northbound Spur 399 onto new pavement from Plateau Drive to McMakin Street.

TxDOT and city and county officials celebrated the beginning of construction in June 2025 with a groundbreaking ceremony.

“Collin County is growing rapidly, and TxDOT is committed to addressing the resulting highway congestion with this project,” said Texas Transportation Commissioner Robert Vaughn at the 2025 groundbreaking.

Overall completion of the Spur 399/SH 5 project has an estimated completion date of late 2029.
