“Foster is credited with leading teams to deliver more than $170 million in prime infrastructure contracts in Arkansas, and from his work as a public servant he bears a front-row perspective on how our clients and the community define project success,” said Todd A. Foster is a Rogers-Lowell Area Chamber of Commerce board member, and previously served as Chairman of The Arkansas Association of General Contractors Highway Division board. Before joining Manhattan, he served as Vice President for APAC-Central in Fayetteville. He also worked as a Resident Engineer for the Arkansas Transportation Department and as an Area Engineer for the Federal Highway Administration. He holds the Professional Engineer credential granted by the National Society of Professional Engineers. He is a 1989 graduate of the University of Arkansas College of Engineering and was inducted into the Arkansas Academy of Civil Engineers in 2015.
