TULSA, OK — Shawn Glen joins Garver as a Senior Project Manager in Oklahoma, bringing nearly three decades of experience in municipal wastewater operations, maintenance, and capital program leadership.
Glen joins the firm following a 29-year career with the City of Tulsa’s Water and Sewer Department, where he most recently served as Sewer Operations and Maintenance Division Manager. In that role, he oversaw a system of more than 2,100 miles of sewer lines, 65,000 manholes, and 65 pumping facilities while managing multimillion-dollar budgets and advancing major capital improvement efforts.
“Shawn brings a rare combination of operational expertise and leadership experience that’s incredibly valuable to our clients,” said Cole Niblett, PE, Oklahoma Water Team Leader at Garver. “He understands the challenges municipalities face because he’s lived them, and that perspective will help us deliver practical, high-quality solutions while continuing to build strong relationships across the region.”
Throughout his career, Glen has been recognized for his ability to bridge operations and engineering — bringing real-world insight to project planning, design, and delivery. His experience spans the full life cycle of infrastructure projects, helping ensure solutions are not only technically sound but also practical and sustainable for the communities they serve.
After nearly three decades serving a single community, Glen said he looks forward to expanding his impact. At Garver, Glen will focus on delivering municipal projects with an emphasis on communication, consistency, and partnership.
