OKLAHOMA CITY, OK — Voting members of the National Asphalt Pavement Association (NAPA) elected Jay Lemon as NAPA 2026 Chair of the Board. He is President of Haskell Lemon, a Legacy Infrastructure Group company, based in Oklahoma City, Oklahoma. Lemon will lead the board throughout the year as Congress takes on surface transportation reauthorization ahead of a September deadline, marking the end of 2021’s Infrastructure Investment & Jobs Act.
A longtime NAPA member, Lemon has served in numerous volunteer capacities. Notable contributions include elevating issues and innovations from his home state of Oklahoma as State Advisor for five years; upholding a strong technical focus as a member of the Engineering Advisory Council and the Council for Engineering, Research & Sustainability; and fortifying NAPA’s ongoing performance as former Chair of the Legislative Committee and as a member of the Dues, Finance & Audit Committee and the Political Advocacy Membership Council formed in late 2023.

Lemon was sworn in at NAPA’s 2026 Annual Meeting by 2025 Chairman of the Board Patrick Nelson, Granite Regional Vice President and President of Lehman-Roberts Company in Memphis, Tennessee.
NAPA represents the interests of asphalt mixture producers, contractors, suppliers, and consultants on the national level with Congress, government agencies, and national trade and business organizations. The association supports research and technical education to improve the quality of asphalt pavements and paving techniques used in the construction of roads, parking lots, airports, and recreational facilities.
