After growing up all along the Gulf Coast, Foil moved to Washington, D.C. to major in Asian studies at George Washington University. After earning his bachelor’s degree, Foil accepted a teaching position in China, where he lived for two years. Watching the rapid urbanization going on there at the time, Foil became fascinated with how urban areas were planned and developed. He returned to the States to study urban planning at the University of New Orleans. After earning his Masters of Urban and Regional Planning (MURP) in 2018, Foil launched a new career around his passion.
Prior to joining Fenstermaker, Foil spent most of the last decade deepening his skills in post-disaster planning, stormwater management, climate adaptation, public engagement, and community planning. He will work in the New Orleans office under Engineer Manager, Anna Wyble Doucet, P.E.

Foil holds a master’s degree in urban and regional planning from the University of New Orleans. He holds AICP certification from the American Planning Association and certification in Floodplain Management in the state of Louisiana.
