RICHMOND, VA — VHB announces that Fyiad Constantine has joined the company as Mid-Atlantic Director of Transportation Engineering and Construction. With more than 20 years of experience in engineering, construction, and project management, Constantine brings a track record of delivering complex projects on schedule and within budget, while improving operational efficiency and building consensus among diverse stakeholders.
Constantine most recently served at the Virginia Department of Rail and Public Transportation (DRPT) and the Virginia Passenger Rail Authority (VPRA), where he advanced passenger and freight rail initiatives across the Commonwealth of Virginia. Prior to that, he spent a decade at CSX Transportation managing more than $400 million in capital construction projects, where he also gained experience in freight rail operations and safety including forensic engineering of derailments and disaster recovery.
At VHB, Constantine will play a key role in advancing transit and rail design and construction projects, leading alternative delivery initiatives, including design-build and public-private partnerships. Constantine has experience with agencies such as the North Carolina Department of Transportation, District Department of Transportation, Virginia Department of Transportation, DRPT, VPRA, CSX, Norfolk Southern, and Virginia Railway Express.
