CHARLESTON, SC — Southeast-based construction firm, Frampton Construction Company, announces two leadership appointments to expand its operational depth and strategic focus.
Frampton has promoted Josh Schlechty to Chief Operating Officer. With nearly three decades of industry experience, Schlechty has led significant projects across the commercial, higher education, civic, and health care sectors throughout his career.
Since arriving at Frampton in 2024 as Senior Vice President of Operations, he has strengthened project operations, advanced preconstruction strategy, and helped secure major wins such as the Wegmans Ballantyne development. Schlechty has also expanded cross-department collaboration to uncover efficiencies and drive results. In his new role, he will oversee operations and preconstruction while taking on an expanded role in companywide planning and growth initiatives.
“My advice has always been to do the job you want, not just the job you have. Josh has lived that philosophy from the start, and his promotion reflects the results he has delivered and the trust he has built within our team,” said Chad Frampton, President and CEO of Frampton Construction. “His leadership will be key to strengthening our operations and positioning the company to scale effectively in the years ahead.”
Frampton has also welcomed David Florence as Chief Strategy Officer. Florence has led manufacturing projects across the U.S. and Europe throughout his 30 years of experience in the construction industry. His portfolio includes integrated design-build delivery of large-scale facilities for global brands, such as Caterpillar, Keurig, Dr. Pepper, Toyota, and Austal.

At Frampton, Florence will oversee corporate strategy, joint ventures, and geographic expansion while also advancing sector diversification and client partnerships. With expertise in manufacturing, he will play a central role in advancing one of Frampton’s key growth sectors. His background in developing complex facilities enhances Frampton’s ability to deliver advanced manufacturing projects at scale and pursue opportunities in additional sectors.
“Adding David to our leadership team positions us to take on more advanced and technical projects. His knowledge of manufacturing delivery will be instrumental in strengthening our capabilities,” Frampton added. “David also brings the perspective and leadership needed to align strategy, partnerships, and talent development. He will help ensure we are not only delivering projects today but also building the framework for growth well into the future.”
