Marshall Joins VHB as Waterfront Growth Leader

CHARLESTON, SC — VHB welcomes Kirby Marshall as Waterfront Growth Leader for the Coastal Engineering and Resiliency (CE&R) practice. In this strategic role, Marshall will collaborate with multidisciplinary teams to expand coastal engineering services along the Eastern Seaboard, supporting communities from Maine to Florida. His focus on innovative solutions and client partnerships will help VHB deliver waterfront projects that boost resiliency, connectivity, and economic vitality.

With knowledge in waterfront feasibility, marina planning, coastal resiliency, and program management, Marshall brings 28 years of experience guiding complex projects from concept through completion. His portfolio includes leading the marina planning, design, and development effort for Fore Points Marina in Portland, Maine, one of the largest urban redevelopment projects in the Northeast; guiding the Isle of Palms Marina Redevelopment Master Plan in South Carolina; and overseeing the Rodney Bay Marina redevelopment in St. Lucia. Kirby has delivered results for both public and private clients across North America, the Caribbean, and beyond.

Before joining VHB, Marshall spent more than two decades at Applied Technology & Management, where he led the firm’s marina and waterfront development sector. He played a key role in securing grant funding, implementing market-driven design solutions, and guiding clients from project conceptualization to delivery.

Marshall holds a Master of Business Administration (MBA) from The Citadel, where he was named MBA Student of the Year, and a Bachelor of Science in industrial technology and construction management from the University of North Florida. He is a member of the Association of Marina Industries, State Organization for Boating Access, Citadel MBA Association and Alumni Association, and served as a founding editorial board member of the Citadel Business Network.
