TOPEKA, KS — Pat Toby was named the Kansas Department of Transportation’s (KDOT) new Bureau Chief of Transportation Planning recently, bringing an array of experience to the agency.
He has worked at both large and small consulting firms and is licensed in three states. Toby spent several years with the City of Kansas City, Missouri, and managed their Facilities Engineering program. He also explored photography and graphic design and had his own studio in Horton, Kansas.
Toby started at KDOT two years ago as the Permanent Signing Engineer in Traffic Engineering.
“In coming to KDOT, having that background with typography and colors, it was a good bridge into the signing section,” he said.
He then was selected as the Assistant Chief of Transportation Planning and served there until his current position. His new role oversees technological areas, such as Geographic Information Systems, that continue to change and advance.

“These areas provide opportunities to expand capabilities to better serve the organization and the public," Toby said.
The Kansas Department of Transportation is responsible for road and bridge maintenance, transportation planning, contract compliance, and transportation-related administrative support.
