The 495 Express Lanes Northern Extension (495 NEXT) project in McLean, Virginia, was recently recognized as Project of the Year — Community Impact at the American Road & Transportation Builders Association’s 2026 Public-Private Partnerships (P3s) in Transportation Conference.
The award recognizes a project that provides economic, philanthropic, or humanitarian benefit to the public and an improved quality of life for the community and/or users of the asset.
Completed through a user-funded revenue concession P3 model, the $660 million 495 NEXT project is a partnership between the Commonwealth of Virginia and Transurban. Design-builder Lane Construction extended the I-495 express lanes 2.5 miles between the Dulles Toll Road and the George Washington Memorial Parkway along one of the nation’s busiest corridors.
“The P3 environment fostered a high level of accountability and collaboration among all stakeholders,” said Ignacio Valcarcel, Lane’s 495 NEXT Project Director. “Because the owner, developer, designer, and contractor were closely aligned around common project objectives, issues could often be addressed more quickly than under a traditional delivery model. This alignment contributed to improved coordination, timely decision-making, and ultimately successful project delivery.”
Construction began in March 2022 to add a total of four toll lanes that are free to high-occupancy vehicles and transit services.

Throughout the multi-phase interstate expansion, “The most significant construction challenge was maintaining safe and efficient traffic operations within one of the most congested corridors in the Washington, D.C., metro areas,” Valcarcel said. “The team had to balance worker safety, traffic mobility, bridge construction, utility coordination, and stakeholder expectations within a constrained work zone. Success required detailed planning, proactive risk management, strong contractor performance, and seamless coordination among all project partners.”
In addition, “Due to the prominence of the corridor, the project was subject to intense public interest and scrutiny, requiring continuous communication, responsiveness, and coordination to address community concerns while maintaining project progress,” Valcarcel said.
Despite the complexities, the project opened nine days ahead of schedule in November 2025. How did they manage that?
“Strong front-end planning, disciplined traffic management, high contractor productivity, rapid issue resolution, and effective coordination among all stakeholders allowed the project team to execute critical-path work more efficiently than anticipated while maintaining safe traffic operations,” Valcarcel said.
The Virginia Department of Transportation (VDOT) said the project aims to move more people — not just vehicles — by improving efficiency through dynamically priced tolling, supporting carpooling and transit, and reducing pressure on general-purpose lanes. Ultimately, the project improved travel reliability for commuters and businesses while reducing congestion on local roads that had experienced cut-through traffic.
495 NEXT also supports a new bus service operating between major employment and activity centers in Virginia and Maryland. A new shared-use path connects to regional trail systems.
Through the partnership agreement with VDOT, Transurban is responsible for operation and maintenance of the facility through 2087.
