With over a decade of experience at NDOT, Keller is a University of Nebraska - Lincoln graduate with a Bachelor of Science in civil engineering. He excelled in project scoping and roadway design, overseeing projects including the U.S. 275 Expressway, I-80 expansion to Pleasant Dale, and the Wahoo Roundabout. As Assistant Roadway Design Engineer, he managed project delivery in Districts 1 and 7 and contributed to NDOT's Alternative Delivery Program.
Now, as Project Development Engineer/Division Head, Keller will apply his expertise in project delivery and leadership. He will focus on internal workforce development, cultivate relationships with partnering agencies and external partners, and enhance early project planning and delivery processes.

Neemann, a licensed Professional Engineer with over 25 years of experience at NDOT, has a Bachelor of Science in civil engineering from the University of Nebraska - Lincoln. She started her career at NDOT as an intern and advanced into various key roles, including Project Development Division Engineer for eight years. Neemann has been pivotal in major agency initiatives, including developing the capital improvement project selection process and the implementation of the Build Nebraska Act/Transportation Innovation Act, as well as NDOT’s assumption of environmental review responsibilities from the Federal Highway Administration.
