LAN Promotes Graves to Vice President

HOUSTON, TX — Planning, engineering, and program management firm Lockwood, Andrews & Newnam Inc. (LAN) announces the promotion of Shenelle Graves, SR/WA, R/W-NAC, LGPP, to Vice President.

Graves serves as Practice Leader of LAN's right of way team and is based in the firm's office in Houston, Texas. She has extensive experience delivering right of way services for transportation, drainage, and water infrastructure projects, including acquisition, relocation assistance, program management, stakeholder engagement, and project delivery support. Throughout her career, she has personally negotiated more than 500 parcels across a wide range of project types, clients, and real estate interests.

Since joining LAN, Graves has led the growth of the firm's right of way practice, expanding its capabilities and strengthening client relationships across Texas. As Practice Leader, she oversees LAN's right of way services, providing strategic direction, quality assurance, and client coordination for projects across Texas and beyond.

Her project experience includes several significant infrastructure programs, including the Halls Bayou Bond Implementation Program for the Harris County Flood Control District, the IH-45 Widening Project for the Texas Department of Transportation, and the Southeast Transmission Line for Houston Public Works. On these projects, she led program implementation, acquisition, relocation, and condemnation activities critical to advancing project delivery.

Prior to joining LAN, Graves held leadership roles with the Harris County Flood Control District, where she managed right of way acquisition and property-related services supporting major flood risk reduction projects throughout Harris County.

Graves holds a Bachelor of Science from the University of Houston-Victoria and maintains the Senior Right of Way Professional (SR/WA), Right of Way-Negotiation and Acquisition Certification (R/W-NAC), and Local Government Procurement Professional (LGPP) designations.
