McCarthy Breaks Ground on Harpool Water Treatment Plant Phase 2 Expansion

PROVIDENCE VILLAGE, TX — McCarthy Building Companies, in collaboration with the Upper Trinity Regional Water District (UTRWD) and Carollo Engineers, announces the official groundbreaking of the Harpool Water Treatment Plant (WTP) Phase 2 Expansion. This milestone reflects significant investment in new water infrastructure for one of the country’s fastest-growing regions, doubling water treatment capabilities to support thriving communities across North Texas. The Harpool WTP Phase 2 Expansion will be vital to sustaining the health, vitality, and resilience of North Texas for generations to come by expanding access to critical water resources.

“UTRWD is working in partnership with McCarthy to expand the Tom Harpool Water Treatment Plant’s capacity and deliver critical upgrades that will ensure reliable water service for the fast-growing communities of northern Denton and Collin counties,” said Larry N. Patterson, UTRWD Executive Director. “We’re grateful for the support of our design partner Carollo Engineers as well as the assistance from the Texas Water Development Board for providing project financing through the State Water Implementation Fund for Texas.”
UTRWD serves approximately 29 cities, towns, and utility providers throughout all of Denton County and parts of Collin County, helping meet the ongoing demand for dependable infrastructure amid rapid population growth. The expansion project, which will occur while maintaining full operations at the facility throughout construction, includes new infrastructure upgrades, plant equipment installations, and advanced water treatment technology enhancements. The expanded facility will boost water treatment and transmission capacity from 30 million gallons per day (MGD) to 60 MGD by 2028.

“Carollo has been privileged to work with UTRWD for over 25 years, from the initial siting and design of the Harpool Water Treatment Plant through multiple expansions that have grown the facility from 20 to 30 MGD and now to 60 MGD," said Scott Hoff, Executive Vice President, Carollo Engineers. “The fast-growing north service area continues to demand expanded water infrastructure, and this project will incorporate advanced treatment technologies and resilient design features to position the facility to meet the region's long-term needs.”

Key construction design and trade partners on the project also include H20 Innovations, Alterman Electric, Smith Pump Company, Inc., The Scruggs Company, J&S Valves, and DN Tanks.
