Muallem has four decades of experience working in the Inland Empire on complex transportation projects for the California Department of Transportation, San Bernardino County Transportation Authority, Riverside County Transportation Commission, and Western Riverside Council of Governments.
He spent 32 years working for Caltrans and served as Caltrans District 8 Director, managing both Riverside and San Bernardino counties. Muallem served as the Program Manager on the Redlands Passenger Rail Project, first mile extension of Metrolink into downtown San Bernardino, and the OmniTrans multimodal transit in San Bernardino, among others.
Muallem received bachelor's degrees in civil engineering and biology and a master's degree in civil engineering from California State University Long Beach.
