Key elements of the NCC Segment 4C project include:
- Transportation Improvements: Adding new auxiliary lanes and reconfiguring Poinsettia Lane on- and off-ramps for more efficient traffic flow and pedestrian safety.
- Environmental Protection: Slope rehabilitation of the Agua Hedionda freeway embankment and upgrades to the bridge barrier rail to enhance ecological sustainability.
- Community Well-Being: Widening Chestnut Avenue undercrossing, constructing sound-barrier and retaining walls, and upgrading curb ramps to improve coastal access.
The EB SR-91 project introduces an eastbound auxiliary lane between the I-710 freeway and the Atlantic Avenue on-ramp and the Cherry Avenue off-ramp. The endeavor will benefit Long Beach area commuters by improving traffic flow, reducing congestion, and enhancing safety.

The approximately 450-foot bridge will extend Fenton Parkway over the San Diego River to Camino Del Rio North, introducing a north-south roadway not subject to flooding and at grade with the trolley crossing. The planned bridge will have up to four spans and feature combined bicycle and pedestrian pathways to meet the community’s diverse transportation needs.
