Over his 29-year career with the North Carolina Department of Transportation, Burch has held numerous management and leadership positions as District Engineer, Division Engineer, and Deputy Chief Engineer, in the western region of the state. In 2010 Burch assumed the role of Project Manager for North Carolina’s Corridor K project. Working with his team to collaborate with over a dozen stakeholder organizations and by committing to consider alternatives to delivering the project, Burch was able to successfully move the project forward.

Burch’s efforts and those of his team resulted in their receiving the National Association of Environmental Professionals Environmental Excellence Award in Environmental Management, Stewardship, Conservation, and Protection. Furthermore, his delivery method has become a model for delivering Appalachian Development Highway Systems and other environmentally sensitive projects in the Appalachian Region.
Burch is a registered Professional Engineer in North Carolina, Georgia, and Tennessee, and he holds a bachelor’s degree in civil engineering from North Carolina State University.
