Cascade Water Alliance and Stantec Partner to Strengthen Water Resilience

BELLEVUE, WA — Cascade Water Alliance (Cascade) has selected Stantec to support the Cascade Supply Program (CSP), an infrastructure initiative to diversify and regionalize drinking water supplies for Cascade’s seven member agencies. Stantec will oversee program management, planning, and preliminary design for the CSP.

Central to the CSP is a new 30-mile transmission pipeline that will deliver water from Tacoma Water’s Green River Filtration Facility to Cascade members’ systems. This pipeline will enable long-term water supply reliability, reduce dependence on a single water source, and enhance coordination between local communities.

Procuring water from Tacoma allows Cascade to defer development of its Lake Tapps Reservoir for drinking water, allowing more time to plan and save, giving residents a reduced cost of water over time and lower long-term rate forecasts. Connecting to an alternative water supply also improves the Puget Sound area’s resilience in the event of droughts, wildfires, cybersecurity risks, and more.

“This is the largest program that Cascade Water Alliance has ever undertaken,” said Gabe Solmer, Stantec’s Program Manager. “It reflects a forward-thinking approach to regional water supply planning, helping provide communities across the Puget Sound access to reliable, high-quality drinking water for generations to come.”

Stantec will serve as the program manager, overseeing planning, preliminary design, and construction management of the pipeline, pump stations, storage facilities, chlorination systems, and distribution connections within the Cascade Supply Program. Phase 1 of construction is expected to be complete by 2040 and will be delivered in close collaboration with a team of partner firms, each bringing specialized experience to support Cascade’s vision for a secure water future.

The board prioritizes regional collaboration and partnerships and created a model to build a flexible, resilient water supply system,” said Melina Thung, Cascade’s Interim Chief Executive Officer. “Cascade is pleased to be working with Stantec as we transform the region’s approach to water supply and continue to provide clean, safe, and reliable drinking water into the future.”

Cascade is a municipal corporation comprised of five Washington cities and two water and sewer districts in the Puget Sound region that joined together to provide safe, clean, and reliable water supply to its 400,000 residents and employment population of about 380,000. Cascade members include Bellevue, Issaquah, Kirkland, Redmond, Sammamish Plateau Water, Skyway Water & Sewer District, and Tukwila.
Stantec has worked with many communities across the Pacific Northwest to manage large scale water conveyance and infrastructure programs. In Washington County, Oregon, Stantec is delivering integrated planning, design, and construction management for the Willamette Water Supply Program, a $1.6 billion program that will deliver a scalable, secure water system to meet long-term demand. The firm’s funding professionals also helped the program secure a $640 million Water Infrastructure and Finance Innovation Act loan.

In 2016, Stantec completed design and construction management for the Green River Filtration Facility in Tacoma, Washington, and is currently leading the design and construction of the Bull Run Filtration Project for the City of Portland, Oregon, an initiative to enhance water quality and regulatory resilience.
