OREGON CITY, OR — PCL Construction announces that the Clackamas County Circuit Courthouse has been named a National Award of Excellence winner in the Federal/County/State and Municipal category at the Design-Build Institute of America (DBIA) 2025 Design-Build Awards Celebration, held in Las Vegas. Nevada.

The Clackamas County Circuit Courthouse and the Orange County Health Care Agency Campus — both constructed by PCL — were previously recognized as DBIA National Award of Merit recipients, an honor awarded to projects that demonstrate exemplary use of the design-build method and exceptional team integration. At the award ceremony, the courthouse advanced to receive the National Award of Excellence, representing the highest distinction within its category.

Oregon’s first courthouse delivered through a P3 (public-private partnership) replaces a 90-year-old facility with a modern, sustainable design. Built using a design-build, finance, operate, and maintain contract approach, the project features an all-electric mechanical system and rooftop solar array to reduce environmental impact. This milestone reflects PCL’s expertise in collaborative delivery, integrating planning, design, and construction to ensure predictable schedules, costs, and long-term performance.
