SACRAMENTO, CA — STV announces that it has been selected by the Delta Conveyance Design and Construction Authority (DCA) to provide executive-level leadership, engineering, and stakeholder management and program support for heavy civil and tunnel construction for California’s Delta Conveyance Program — one of the most significant water infrastructure initiatives in the country. The program involves building a 45-mile-long, 36-foot-wide large-diameter tunnel beneath the Sacramento-San Joaquin River Delta to connect the Sacramento River and the State Water Project (SWP).
STV will help the DCA establish and staff an executive organization to manage the tunnel’s design and construction. The firm’s role includes executive strategy, organizational development, and program management services to help align technical delivery with stakeholder priorities and long-term policy goals.

The SWP is one of the most critical water supply systems in the nation, providing clean water to 27 million Californians and 750,000 acres of farmland. Modernizing this system is vital to California’s water reliability as the Delta faces mounting pressures from climate change, aging levees, rising seas, and seismic risk.
