Groundbreaking Ceremony Marks Start of Construction for Pure Water Project Las Virgenes-Triunfo

AGOURA HILLS, CA — Walsh Construction joined the Las Virgenes-Triunfo Joint Powers Authority (JPA), community leaders, and project partners to celebrate the groundbreaking of the Pure Water Project Las Virgenes-Triunfo, marking a major milestone toward a drought resilient, locally controlled drinking water supply for communities.

The groundbreaking kicks off construction of the program’s cornerstone facility, a new Advanced Water Purification Facility (AWPF), along with a 14-mile reverse osmosis concentrate pipeline spanning the cities of Thousand Oaks, Westlake Village, and Agoura Hills, California. The pipeline will connect communities to critical infrastructure and ultimately discharge at an existing regional facility. The Pure Water Project is the largest infrastructure investment in the JPA’s history and reflects more than a decade of planning, collaboration, and technical innovation to strengthen long term water security for the Las Virgenes and Triunfo service area. Under the JPA’s $303.7 million progressive design-build contract, Walsh Construction will work with design and engineering partners Brown and Caldwell, Carollo Engineers, and Trussell Technologies to bring this vision to life.
When fully operational, the Pure Water Project is expected to:

  • Provide up to 30 percent of the region’s drinking water supply from a local, drought-resilient source
  • Eliminate recycled water discharge to Malibu Creek
  • Increase resilience to climate-driven drought impacts
  • Reduce reliance on imported water supplies
  • Support long-term water affordability and operational reliability
  • The U.S. Environmental Protection Agency has described the program as a project that will enhance water supply reliability, maximize beneficial reuse of recycled water, protect critical habitats, and replenish the Las Virgenes Reservoir.
