AGOURA HILLS, CA — Walsh Construction announces that the Las Virgenes-Triunfo Joint Powers Authority (JPA) has unanimously approved a contract amendment officially authorizing Walsh Construction to begin the progressive design-build construction phase of the Pure Water Project Las Virgenes-Triunfo, an investment that will provide a local, drought-resilient drinking water supply for communities across the region.
The JPA's approval marks the culmination of more than a decade of planning, collaboration, and technical innovation to establish a sustainable water future for the Las Virgenes and Triunfo communities.
Under the approved $303.7 million contract, Walsh Construction will deliver final design, construction, and commissioning of the new Advanced Water Purification Facility and major pipeline components.
The Pure Water Project Las Virgenes-Triunfo represents the JPA’s largest infrastructure investment to date and is designed to strengthen water security for decades to come. Once operational, the project will:
- Provide up to 30 percent of the region’s drinking water supply from a local, drought-resilient source
- Eliminate recycled water discharge to Malibu Creek
- Increase resilience to climate-driven drought impacts
- Reduce reliance on imported water supplies
- Support long-term water affordability and operational reliability “This is a monumental project with implications and benefits beyond the near-term,” said Andy Coradeschi, JPA Vice Chair and Las Virgenes Municipal Water District (LVMWD) Board President. “This is about future-proofing our entire region to the impacts of climate change and subsequent water supply challenges. Representatives from Walsh Construction attended the JPA Board meeting to reaffirm the company’s commitment to the community and the project’s environmental and operational goals. “This will be our fourth design-build advanced water treatment plant. … We’re going to do a good job for you,” said Walsh Vice President Blayne Goodman, emphasizing the technical and operational experience the Walsh team brings to this effort. Walsh Construction has already worked collaboratively with LVMWD and Triunfo Water & Sanitation District (TWSD) staff across operations, engineering, and finance during the preconstruction phase to ensure a fully coordinated and construction-ready program. Construction of the facility and major conveyance improvements is scheduled to begin in early 2026.
