MacLellan has spent over 30 years in civil engineering as both a Project Engineer and Project Manager. Along with being an Army veteran, MacLellan's background includes state government, private sector consulting, and international municipal government management and engineering design.
He spent 21 years in various positions with the Mississippi Department of Environmental Quality and served for nearly three years as the Town Engineer for the Town of Bulembu in Eswatini. In his most recent private consulting position, MacLellan modeled and designed a multi-stage stormwater management system for a $51 million distribution warehouse site.
MacLellan's expertise will enhance Neel-Schaffer, particularly in the areas of stormwater management, and water and sewer rehabilitation and development.

MacLellan holds a BSCE from Mississippi State University. He is a licensed Professional Engineer in Mississippi and a Board-Certified Water Resources Engineer.
