LITTLE ROCK, AR — Halff Water Resources Team Leader Natalie Rogers, PE, CFM, was recently named the 2025 Floodplain Manager of the Year by the Arkansas Floodplain Management Association (AFMA).
The Floodplain Manager of the Year Award recognizes outstanding individual efforts and contributions to floodplain management, such as the development or implementation of a distinguished program or activity, or instrumental contributions in carrying forward the goals and objectives of floodplain management.
Rogers previously served as the AFMA Chair from 2023 to 2024, and has since taken over the Certified Floodplain Manager (CFM) certification process as CFM Coordinator. Additionally, she served as Vice Chair, Central Representative and led the Professional Development Committee.
Rogers has specialized expertise in hydrologic and hydraulic modeling, floodplain mapping, dam breach analysis, and project management. She has extensive experience with FEMA floodplain mapping including base level engineering, flood risk assessments, and detailed analysis, and she has developed geospatial products according to FEMA standards, technical references, and guidance documents.
Rogers holds a bachelor’s degree in civil engineering from Arkansas State University and a master’s degree in civil engineering from Mississippi State University.
