Prior to joining Fenstermaker, Leslie spent decades building a skill set in hydrology and hydraulics, engineering design, infrastructure assessment, environmental regulatory compliance, aquatic chemistry, FEMA Hazard Mitigation Grant Program (HMGP), and FEMA National Flood Insurance Program.
After contributing to engineering and hazard management programs across four states in the U.S., Mexico, Malaysia, Haiti, and Puerto Rico, Leslie settled in Louisiana. There, he had opportunities to meet and work with members of the Fenstermaker team, including Gary O’Neal, who was one of several colleagues eager to recruit Leslie into the Fenstermaker fold.
Leslie's experience in environmental consulting, wastewater management, environmental characterization, risk assessment, and corrective action program design make him an ideal fit for the Water Resources team under Engineering Director, Jeanne Arceneaux Hornsby, M.S., P.E., CFM.

Robert holds a master’s degree in civil engineering from Tulane University. He holds certification in Floodplain Management and is a Professional Engineer in the states of California, Louisiana, Mississippi, and Texas.
