McEwen has 10 years of extensive experience managing projects involving bridge hydraulics, scour evaluations, internal technical reviews, and roadway hydraulics. She has experience with hydrologic modification impact analysis as part of site design and erosion control measures. She also has a background in floodplain mapping and is a Certified Floodplain Manager.
In addition to numerous projects for the Mississippi Department of Transportation, McEwen has completed projects for the DOTs in South Carolina, Arkansas, Texas, New Mexico, and North Dakota. She has also worked for Pat Harrison Waterway District in south Mississippi, City of Boston (Massachusetts) Public Works Department, Louisiana Watershed Initiative, and the Louisiana Coastal Protection Restoration Authority.

McEwen is a Registered Professional Engineer in Mississippi, Louisiana, Texas, South Carolina, and North Carolina. She holds a Bachelor of Science in civil engineering from Mississippi State University.
“Zach has demonstrated excellent project management skills, making it the right time in his professional development for him to advance to this new role,” Stafford said.
Foster began his career at Neel-Schaffer in 2011 and has been based in the Columbus office ever since. In January 2023, he was named a Vice President within the company.
“I am thrilled and grateful for this opportunity for both myself and my family,” Foster said. “My wife and I are fortunate to have found careers close to our hometowns, and this promotion is incredibly significant for me. I look forward to continuing to contribute to the growth of this office in the next five years.”
Foster also serves on the Board of Directors for the Columbus-Lowndes County Chamber of Commerce and holds a Bachelor of Science in civil engineering from Mississippi State University.
