ROGERS, AR — A new wave of young leaders is on the rise at Garver. In a first, ACEC Arkansas chose three Garver employees to be part of their most recent class of the Emerging Leaders Program.
Transportation Project Engineer Joe Adams, Aviation Project Manager Chase Allison, PE, and Transportation Project Manager Colton Wylie, PE, will join a select group of engineering professionals for the 2024-25 class. Over the six-session program, the three will develop the skillsets for future leadership opportunities and make connections in the industry.
Adams, based in Rogers, Arkansas, has worked on a variety of projects for municipalities throughout the state. His experience includes drainage improvements, multi-use trails, streetscape enhancements, intersection improvements, roundabouts, and new construction of roadways.
“I’ve worked on a wide range of projects in my career and look forward to continuing to apply my expertise in helping our communities thrive,” Adams said. “Being part of this program will further enhance my skills, broaden my vision, and enable me to give back even more to my home state.”
Allison, also based in Rogers, is a Project Manager on Garver’s Aviation Team with five years of experience in commercial land and site development engineering. In his time with Garver, he has worked on projects for general aviation and commercial service airports.

“I’m honored to be named to this program and look forward to the opportunities it will bring both personally and professionally,” Allison said. “It’s a great chance to get to know my home state even better and connect with other engineering professionals.”
Wylie, based in North Little Rock, Arkansas, handles structural design, geometric layouts, and load ratings for bridges. His experience includes designing multiple bridge elements including plate girders and rolled beams, as well as prestressed beams. He has experience in seismic design, using the force-based method to design a variety of substructure elements.
“I am grateful to ACEC Arkansas and Garver for investing in us and providing us with opportunities to develop our communication and leadership skills,” Wylie said. “This program will equip me with the network and knowledge needed to make a meaningful impact in our communities.”
In being selected for the program, they join several Garver employees who have gone on to leadership roles at the firm. These include Director of Innovation and Business Support Keith Tencleve, PE, Transportation Team Leader Todd Mueller, PE, Delta Region Aviation Leader Blake Roberson, PE, Bridge Team Leader Joel Skinner, PE, and Process Mechanical Manager Rusty Tate, PE, as well as the more recent graduates Transportation Project Manager Brandon Durden PE, Aviation Leader Chris Maestri, PE, and Transportation Project Engineer Luke Freedle, PE.
