Prior to joining Fenstermaker, Besse worked for five years as a Civil Engineer for Bluewing Civil Consulting, LLC, which was a new startup at the time of his hiring. At Bluewing, Besse was able to utilize developing skills in Hydrology and Hydraulics (H&H) and floodplain engineering that began with his work as a Graduate Research Assistant within the University of Louisiana at Lafayette’s Department of Civil Engineering.
Besse's extensive work in water and sewerage, roadway, drainage, and floodplain engineering, along with his passion for coastal engineering as a means of improving lives in Louisiana’s coastal communities make him an ideal fit for Fenstermaker's engineering team under the leadership of Anna Doucet, PE.

Besse holds a Bachelor of Science in civil engineering from the University of Louisiana at Lafayette and earned a master’s degree in civil engineering from the same university. He is also the current President of the American Society of Civil Engineers, Acadiana branch.
