Harlan discovered his love of surveying early in his college career when he accepted a summer job working on the survey crew for a subdivision project. At the time his plan was to become a Civil Engineer, but after graduation, he quickly switched gears to focus exclusively on his passion.
Prior to joining Fenstermaker, Harlan spent 17 years working for Hydro Consultants, Inc. out of Baton Rouge, building a set of skills in surveying and mapping. His resume of survey expertise includes topographic and hydrographic surveys, pipeline route surveys, containment volume surveys, survey description and job scope preparation, field research, and ALTA surveys.
Harlan said he is the most drawn to Fenstermaker’s wide array of projects across multiple states. His next career goals are to earn PLS licensure in Mississippi and Alabama. Harlan will bring his expansive surveying skills to the Baton Rouge team under Bradford Millett, PLS, E.I..

Harlan earned his bachelor’s degree in civil engineering from Louisiana State University in 2005. He holds licensure as a Professional Land Surveyor in the state of Louisiana.
