PORTLAND, OR — Skanska announces Liz Mesberg has joined its Portland, Oregon, office as Subcontractor Engagement Manager, a role focused on strengthening partnerships with community organizations, expanding opportunities for small and certified businesses, and supporting the subcontractor pipeline across Oregon.
In this role, Mesberg will work closely with Skanska’s project teams and the region’s subcontracting community to help local firms prepare for, compete on, and successfully deliver work on large, complex construction projects. Her work supports Skanska’s inclusive business practices and local economic growth, along with building stronger, more resilient project teams.

Mesberg has more than 15 years of experience, making her familiar with the Oregon market and Skanska’s local client base. Most recently, Mesberg worked with fire alarm and safety contractors, including Women Business Enterprise Certified businesses, gaining insight into the challenges and opportunities small and specialty subcontractors face when partnering with large general contractors.
As Subcontractor Engagement Manager, Mesberg will work closely with Skanska’s preconstruction, operations, and procurement teams to:

- Represent Skanska within the communities where the company builds, and collaborate with business advocacy organizations to identify small, local, and diverse businesses
- Expand access to bidding opportunities for local, small, and certified subcontractors
- Ensure subcontractors are well positioned to compete in the local market through early education on prequalification, financial requirements, insurance, scope alignment, and early connection to Skanska’s preconstruction teams
- Help project teams identify qualified local partners to meet evolving project needs
- Strengthen collaboration, performance, and retention within Skanska’s subcontractor network
