Leadership Changes Announced for Dewberry’s Central Colorado Offices

GREENWOOD VILLAGE, CO — Dewberry announces the promotion of four employees in its Greenwood Village and Louisville, Colorado, offices. Ken Cecil, PE, CFM, has been promoted to Business Unit Manager; Danny Elsner, PE, CFM, has been promoted to Water Resources Department Manager; Jason Margraf, PE, has been promoted to the West Region Real Estate and Commercial Development Market Segment Leader; and Sue Sibel, PE, has been promoted to Assistant Civil Engineering Department Manager.

Cecil, located in the firm’s Greenwood Village office, is an Associate Vice President and has more than 24 years of experience, primarily in water resource engineering, including the development and operation of hydrologic and hydraulic watershed and stream models. In his new role, Cecil will oversee a staff of more than 20, providing site/civil, water, and real estate and commercial development services. He earned a master’s degree in civil engineering with emphasis in water resources from the University of Florida and a bachelor’s degree in civil engineering from the University of South Florida.

Elsner, located in the firm’s Greenwood Village office, is an Associate and has more than 25 years of experience engineering major drainage facilities, including hydraulic and hydrologic modeling, infiltration and detention ponds, low impact design, channel improvements and stream restoration, sustainable development/LEED, erosion control, sediment transport, and stormwater management plans. He earned a master’s degree in civil engineering, and two bachelor’s degrees in engineering and applied math and computer sciences, all from the Colorado School of Mines.

Margraf, located in the firm’s Greenwood Village office, is an Associate Vice President and has more than 23 years of experience. His background in commercial projects includes master-planned and mixed-use developments, hospitality, golf course communities, charter schools, park and open space areas, and commercial/retail properties. Additionally, Margraf has supported state and local work by providing highway and hydrologic/hydraulic designs, bridge washout studies, river hydraulic studies, and regional water resource analyses. He earned a bachelor’s degree in civil engineering from the University of Kentucky.

Sibel, located in the firm’s Louisville office, is a Senior Associate and has nearly 25 years of experience. She has been the Lead Engineer or Project Manager for more than 2,300 acres of single-family residential subdivision design, including the design of hundreds of acres of commercial and industrial development. Sibel earned a bachelor’s degree in civil engineering from Ohio University.
