MINNEAPOLIS, MN — Kim Collins has joined HNTB as a Practice Consultant for the Minnesota region, bringing significant strategic planning, operations management, transportation policy, stakeholder engagement, and leadership experience. Her extensive career includes more than two decades with the Minnesota Department of Transportation (MnDOT), where she last served as the Deputy Commissioner and Chief Administrative Officer overseeing statewide policy development, administrative, and financial management, while also promoting transportation equity to efficiently and effectively achieve MnDOT’s strategic vision.
In her new role, Collins will support HNTB’s clients throughout the region in driving the advancement of large-scale agency initiatives aimed at improving operations and achieving agency goals. She will develop policies and programs to support workforce and small business development programs, ensuring compliance with federal regulations, policies, and priorities. This entails all aspects of core agency services, from human resources practices to contracting.

Throughout her career with MnDOT, Collins’ leadership was pivotal in enhancing operational controls, expanding contracting opportunities for small businesses, implementing progressive workforce programs, and developing innovative policies to ensure a safe, efficient, and sustainable transportation system for Minnesotans.
Collins received a juris doctorate degree from Hamline University School of Law and a bachelor’s degree in business and accounting from California State University. She is a licensed attorney in the state of Minnesota.
