Gaffney and McMurtry join newly named Northern California Office Leader Jeff Watson in leading more than 120 multidisciplinary transportation infrastructure and architecture professionals in the firm’s offices in Oakland, San Jose and San Francisco. Employees deliver planning, design and program/construction management services to aviation, highway/tolling and rail/transit agencies in the region.
“Shannon and Jake are widely respected for the expertise they bring to pursuing, winning and delivering complex infrastructure projects in Northern California,” Watson said. “With a client-centric mindset and commitment to high-quality work and results, they are exemplary ambassadors for HNTB’s culture and a welcome addition to the leadership team.”
Gaffney joined HNTB in 2014. Prior to moving into her current role, she served as Department Manager of the planning and project development group and supported clients with her funding/finance expertise. Previously, she worked with other consulting firms, and prior to that, for San Francisco Municipal Transportation Agency and the City of Palo Alto.
She earned a master’s degree in public policy from the Goldman School of Public Policy at the University of California, Berkeley, and a bachelor’s degree in U.S. history, with honors, from the University of Chicago. Gaffney is responsible for HNTB’s operations in the region, including contracting, staffing and work planning as well as quality and technical excellence.

McMurtry joined HNTB in 2015 as Marketing Manager for Northern California, leading the efforts to discover, position for and win key projects throughout the region at an industry-best success rate. Previously, he served in a similar role for other consulting firms. He earned a bachelor’s degree in philosophy from the University of California, Santa Cruz.
As Northern California Sales Manager, McMurtry is responsible for developing the strategic sales plan for the region and managing its implementation with partnerships with local/divisional leadership, client service leaders and technical experts.
