Howard brings two decades of public sector planning and program management experience to RS&H. Most recently, she worked at the Port of Portland, where she led an airport resilience program, advanced the Portland International Airport Resilient Runway project, formed a new public affairs policy program, and provided regional government affairs expertise. Before the port, she worked for the City of Portland for over 12 years on topics ranging from floodplain resilience policy and regulatory compliance to transit and land use planning and inclusive community engagement.
She earned a master’s degree in urban planning from the University of California, Los Angeles, and an undergraduate degree in English from Reed College.
