PORTLAND, OR — Skanska announces three senior leadership promotions within its Oregon operations: Debbie Hutchins to Senior Vice President of Business Development, Steve Jones to Vice President of Operations, and Ryan Richards to Vice President - Project Executive. Together, these appointments strengthen Skanska’s operations, deepen client partnerships, and support long-term growth across the region.

Their leadership will be instrumental in ensuring we continue to deliver certainty and value for our clients, partners, and communities.”
Hutchins joined Skanska in 2017 after a successful tenure in capital campaign fundraising at Portland State University, where she cultivated relationships and strategic planning skills that translated into her work at Skanska.
In her new role, Hutchins will mentor and develop Skanska’s next generation of business development leaders, expand relationship building opportunities across the team, and strengthen Skanska’s long-term client pipeline. Hutchins has played a central role in securing major regional wins, including Portland Public Schools’ Cleveland High School and the University of Oregon Child Behavioral Health Building.
Hutchins also contributes to the broader Portland community through her service on the Portland Metro Chamber Board of Directors and the Sport Oregon Investor Board.

Jones is a 30-year Skanska veteran, with a career built from the ground up. He began as a carpenter and advanced through roles including General Superintendent and Operations Manager.
As Vice President of Operations, Jones will focus on strengthening collaboration across project teams, enhancing efficiency, aligning teams on pursuits and projects, and ensuring projects deliver consistent, predictable results.
Jones plays a central role in shaping Skanska’s field culture and positioning teams for success. He also oversees Skanska’s self-perform work and equipment yard, leads union negotiations for carpenters, laborers, and cement masons, and serves on industry boards and committees, including the Masons Trust Fund Board, Carpenters Apprenticeship Training Committee, and Skanska’s National Operations Leadership Council and National QA/QC Committee.
Richards has been with Skanska for 25 years and began his career as an intern with Baugh Construction (acquired by Skanska one year later), while studying architecture and construction management at the University of Washington.

In his new role, Richards will help drive operational success, strengthen client relationships, and foster high-performing teams across the region, while positioning Skanska to deliver projects that elevate clients and local communities.
Richards’ portfolio includes major health care projects, including the recently completed Oregon Health and Science University Vista Pavilion, Portland International Airport, Evergreen Public Schools, as well as data center and commercial projects. Over the years, Richards has helped teams establish client relationships by bringing clarity to complex challenges and advising on strategic construction solutions to meet client needs.
